Quick checks

Try a different USB port — preferably a rear motherboard port, not a front panel port.
Try the device on another computer to rule out device failure.
Try a different cable if applicable.

Device Manager → Universal Serial Bus controllers → right-click each USB Root Hub → Uninstall. Reboot. Windows reinstalls them.

Control Panel → Power Options → Change plan settings → Change advanced power settings → USB settings → USB selective suspend → Disabled.
